Request for Quotation for Supply, Training, and Implementation of Sustainable Agriculture – in Himachal Pradesh

 

1.Introduction

Appropriate Technology India (AT India), an Indian NGO registered under the Societies Act 1860 has been working in Uttarakhand since 1994 with dual objectives of biodiversity conservation and economic development. These objectives can be achieved only when the local communities secure economic and managerial control over their natural resources and have access to necessary information technical and financial. support. This incentive motivates them to work actively toward the long-term conservation of these resources This premise continues to inform AT India's strategy to assist village communities in Uttarakhand towards conserving their natural resources and biodiversity while developing economic opportunities through enterprise utilizing natural resources (natural resources-based products and NTFP) in an equitable. economically and environmentally sustainable manner. 

 

2. Scope of Work

 

2.1. Training and Capacity Building

  • Development and delivery of Comprehensive Training Modules in simple vernacular language (Hindi) using flow diagrams, infographics, and illustrations.
  • Topics to include: soil health management, water conservation, integrated pest management, organic manure preparation, crop rotation, seed treatment, and post-harvest management.
  • Duration: 6 days (theory and practical sessions).
  • Activities: Classroom training, field demonstrations, expert interactions, and exposure visits to model sustainable farms.
  • Output: Minimum 30 farmers trained and equipped with practical knowledge for organic farming.

2.2. Supply of Botanical Extract Kits

Supply of 30 sets of Botanical Extract Kits for participating farmers. Each kit shall include:

  • 1 No. HDPE Drum (50 L capacity)
  • 1 No. Battery-operated Sprayer Machine
  • 1 No. 10 L Bucket
  • 1 No. 8-inch Strainer
  • 1 No. Mug/Beaker/Bottle (2 L capacity)

Purpose: For preparation and application of Jeevamrit, Beejamrit, Ghanjeevamrit, Gau Mutra, Dashparni Ark, Neemashtra, etc.

 

2.3. Organic Certification (PGS-India)

Facilitation of Participatory Guarantee System (PGS-India) certification for the identified 30 farmers.

  • Organize farmer group formation and orientation.
  • Conduct peer reviews and facilitate documentation.
  • Coordinate with the accredited Regional Council under NCONF.
  • Ensure compliance with PGS-India standards and NPOP guidelines.
  • Support farmers through a three-year transition process towards organic certification and market linkage.

2.4. Supply and Commissioning of Poly Houses

Supply, installation, and commissioning of Poly Houses (50 sq. meters each) for demonstration and cultivation purposes.
Technical Specifications:

  • Size: 50 sq. meters
  • Structure: MS Angle Frame
  • Polysheet: 200 Micron UV Cool RF 7 Layers (GP Poly Film 5.5m & 4.5m)
  • Insect Net: PE Woven Fiber 40 Mesh MW/110 GSM (5.2m & 4.2m)
  • Accessories: ZIG ZAG Springs, GI Selection/Profile (0.50mm), GI Nut & Bolts, Curtain Clamps (½”), Roll-up Connectors, Self-screws, Steel Tubes (15mm / 20 OD)
  • Water Tank: 1,000 L capacity with seed bed formation area.

2.5. Soil Testing Services

Conduct soil testing for all 30 farms under the project area covering 50 hectares.
Parameters to include:

  • pH level, NPK, Ca, Mg, S
  • Micronutrients: Zn, Cu, Fe, Mn, B
  • Organic matter content, soil texture, organic carbon
  • Soil microbial activity
  • Soil contaminants (pesticides/heavy metals, if any)
    Deliverables: Individual soil health cards with recommendations for each farmer.

2.6. Supply of Vegetable Mini Kits

Supply of 30 Vegetable Mini Kits consisting of:

  • Truthful label vegetable seeds (tomato, okra, brinjal, chili, spinach, coriander, bottle gourd, long yard bean, dolichos beans)
  • Bio-fertilizers and bio-pesticides
  • Organic compost/vermicompost
  • Guidance manual (in Hindi) for sustainable vegetable cultivation

2.7. Supply of Small Agriculture Tool Kits

Supply of 30 Small Agriculture Tool Kits containing essential farm hand tools:

  • Hand hoe (Khurpa), shovel/spade, garden fork/cultivator
  • Seed drill/dibbler, pruning shears
  • Hand weeder/manual weed puller
  • Sprayer (backpack/handheld)
  • Harvesting tools (sickle/knife, basket/container)
  • Protective gear (gloves, masks, boots)
  • Compost spreader or manure turner

 

3. Eligibility Criteria

  • Registered firm/agency with valid GST and PAN.
  • Minimum 3 years’ experience in implementing sustainable or organic agriculture interventions.
  • Proven track record in training, agri-input supply, and PGS certification facilitation.
  • Preference to vendors based in or operating within Himachal Pradesh/Uttarakhand.

 

4. Documents to be Submitted
Interested suppliers/agencies are requested to submit:

  • Company profile and legal documents (Registration, GST, PAN, etc.)
  • Technical proposal detailing understanding of the scope and approach
  • Financial quotation with item-wise cost breakdown (inclusive of taxes, transportation, and installation)
  • Experience and references of similar assignments

 

5. Evaluation Criteria

6. Delivery Location

7. Terms and Conditions

  • AT India reserves the right to accept or reject any quotation without assigning reasons.
  • All quoted prices must be inclusive of taxes and transportation to the project site.
  • Payment will be made upon successful delivery, installation, and verification of deliverables.
  • Any deviation from specifications must be approved in writing prior to delivery.
  • All quoted prices must remain firm and valid for a period of one (1) year from the date of submission of the quotation. No escalation or price revision shall be accepted during this period for any reason whatsoever.
